The Health Reports Regulation entered into force on publication in Official Gazette No. 33258 of 19 May 2026, by Presidential Decision No. 11361 of 18 May 2026. It brings the general rules for reports issued by physicians and health boards into a single text. This article summarises what changed for the pre-employment health report and what stayed the same.
Who issues the pre-employment report?
The core rule has not changed and sits in Article 15 of Occupational Health and Safety Law No. 6331. Health reports required under the law are obtained from the occupational physician. For low hazard workplaces with fewer than 50 employees, the report can also be obtained from ÇASMER centres, family physicians or other public health providers.
Article 64 of the new regulation repeats this exception. Pre-employment reports for people who will work at low hazard workplaces with fewer than fifty employees may be issued by any physician at a public health provider. The applicant must show the physician a document proving they will work at such a workplace.
What is the Health Status Document?
One of the regulation's new features is the Health Status Document. It is generated in the Ministry's e-health systems by assessing the person's declaration together with records of diagnoses, medicines, reports and vaccinations. If the system finds the person suitable, the document is issued, otherwise the person is referred to an authorised physician.
The document concerns general health status and the regulation contains no provision that it replaces the pre-employment report. Under Law No. 6331, work in the hazardous and very hazardous classes cannot begin without a report showing fitness for the job. In addition, under provisional Article 1 the provisions on the document apply once system integration is complete, within one year of publication at the latest.
Validity of status reports
The regulation provides that status reports issued by a single physician are valid for one year unless the physician sets another period. This rule matters for reports obtained from public providers such as family physicians or ÇASMER centres. The EK-2 issued by the occupational physician follows the periodic examination schedule instead, at least every five years in the low hazard class, every three years in the hazardous class and every year in the very hazardous class.
e-Report and application
Under the regulation, reports integrated into the e-Report system are issued through it, and a wet-signed report that could have been transferred to the system is not valid. For status reports, the person first completes the personal health information form on e-Devlet, and no petition or referral letter is required. First-time status reports cannot be issued remotely.
